OIRA attention is focused on legislative priorities, policy-related issues, and technology. Legislative priorities include government printing (Title 44) and privacy. Policy-related issues included Electronic FOIA (Freedom of Information Act), WWW policy, and the Morella Act (voluntary consensus standards to be used in purchasing and in regulations). Technology areas include the Information Technology Management Reform Act (ITMRA), the Raines Rules (eight criteria that should be met by any information systems investment), Y2K, Government Wide Agency Contracts, and the newly established CIO Council.
