Overview of NLE Activities

At the June 2002 CENDI meeting, Ms. McGarr discussed the six major ongoing activities at the National Library of Education. The major activities include the ED Reference Center, ERIC, the ED Pubs Program, the U.S. Network for Education Information, the National Clearinghouse for Educational Facilities, and the National Educational Network. The NLE library staff will be moving, although the library will remain in the same building. NLE's program fund is one million dollars with individual activities having their own funding. Ms. McGarr ended by expressing her concern that the reauthorization of this program may not be passed.

XML Strategies and Implementations : Digital Desktop Library Initiative

At the April 2002 CENDI meeting, Ms. Frierson pointed out that the National Agricultural Library's budget has been static for the last six years, while the costs for acquiring journals has steadily increased. In an effort to bring electronic resources to the desktop of more than 100,000 USDA users worldwide, NAL embarked upon a consortium purchasing initiative. A trial was conducted and two consortium licenses were signed. NAL is currently seeking to identify funds for additional joint purchases, as well as how to provide more user support and training.

XML Strategies and Implementations : Agricultural Thesaurus

At the April 2002 CENDI meeting, Ms. Finch explained that the Agricultural Thesaurus has 17 high level categories and has been integrated into searching. The Thesaurus can be used to automatically search for a preferred term when the user enters a non-preferred term; or can be used to include narrower terms in a search; or can assist in resolving ambiguous terms. The thesaurus was funded by the Agricultural Research Service and is being investigated as a possible web service. It is currently used as a controlled vocabulary by AGNIC and is also used by National Program Staff at ARS for hierarchy and lead-in terms to enhance searching of their web site.

XML Strategies and Implementations : USDA Digital Publications Preservation

At the April 2002 CENDI meeting, Ms. Frangakis covered NAL's past and current activities involving the preservation of USDA digital materials. Major accomplishments to date include the development of a survey instrument to identify digital publications produced by USDA; a metadata conference for USDA staff to raise awareness and to educate staff to achieve buy in; and the development of draft digital preservation guidelines. Technical requirements for the long-term management of digital publications continue to be developed and funding continues to be a challenge for this effort. Ms. Frangakis closed by saying that the Open Archival Information System (OAIS) Reference Model is being used and that they have successfully mapped their prototype to this model. Other standards and processes (MARC, Dublin Core, and CORC) have been incorporated as well.

XML Strategies and Implementations : NAL's Metadata Template

At the April 2002 CENDI meeting, Ms. Davids provided a brief overview of the metadata template being used at NAL. It is used for documents created by NAL staff and for materials that are digitized from print for preservation purposes. Elements of the template include preservation, content stability, and support access. NAL is using Handles in the prototype system. XML will be included in the final system.

Institute for Museum and Library Services: Initiatives and Plans

At the CENDI meeting on April 15, 2003 at the USGS, Mr. Martin discussed the mission of the Institute for Museum and Library Services (IMLS), an independent federal agency, created in 1996. The goal of IMLS is to build capacity, support core services, encourage excellence, and foster collaboration among the nation's libraries and museums. IMLS is the primary source for federal grants for U.S. libraries and museums with a budget of over $200 million. Several core programs and their objectives were discussed in detail. IMLS is one of the agencies charged to assist the OMB Administrator in developing online tutorials to explain how to access government information online. Other initiatives include the reauthorization of Head Start, working on how to build museums and libraries into the structure, and participating in discussions of who should be the representatives to UNESCO.

NASA Systems and Technologies Update

New at NAL: The New AgNIC Architecture

Ms. Gardner discussed the Agriculture Network Information Center (AgNIC), a system which acts as a portal for quality agricultural information on the Internet. AgNIC is comprised of 38 distributed partners. The presentation discussed the history of AgNIC, the responsibilities of the partners, and the standards that are used to support interoperability.

Public/Private Relationships: New Challenges and New Ways of Doing Business
