Abstract:UNESCO is proposing to study the use of limitations and exceptions to copyright in the digitial environment. This report summarizes the International Federation of Library Assocations and Institutions (IFLA) stance on copyright in the digital environment. IFLA's primary concern is that licensing and technological protection is distorting the balance between commercial interests and information users. IFLA believes that intellectual property laws must be balanced with effective limitations and exceptions.
